The School of Nursing (SoN) has an outstanding opportunity for a full-time Budget Fiscal Analyst Lead. This position will be supervised by the SoN Human Resources Assistant Director and supervises two Budget Fiscal Analysts (BFA). The BFA Lead will be responsible for ensuring payroll activities are processed with a proactive approach to accomplish all tasks. Partnering with the Assistant Director, this position will assist in overseeing payroll operations for SoN, comprised of two departments (Child, Family, Population, and Health Nursing and Biobehavioral Nursing and Health Informatics) and seven deans units (Student Academic Services; Continuing Nursing Education; Marketing and Communications; Finance and Administration; Simulation Laboratory; Office of Nursing Research; and Technology, Learning and Innovation).
The BFA Lead will have full responsibility for payroll actions in the Deans units, but will assist as necessary in the two departments in the absence of BFAs. In addition, this position will also partner with department administrators and assistant to the chairs to focus on: analysis, human resources, grants, policies, standard operating procedures, reporting, and other complex financial and payroll-related responsibilities.
With delegated authority, the Budget Fiscal Analyst Lead will oversee Financial Analysis and Budgeting, Human Resources and Department Support, and Grants, within the School of Nursing departments and deans units. To do this, the BFA Lead will operationalize tasks in these areas by utilizing their team of Budget Fiscal Analysts. For each area, the BFA Lead will implement:
Financial Analysis and Budgeting:
•Oversee the design and development of systems, utilizing BFAs and independently, that enhance department budgeting and payroll for faculty, staff, ASE students, and hourly employees. Mitigate complex payroll issues as necessary.
•Meet regularly with SoN administrators and directors to identify areas of opportunity to enhance financial and budgeting operations in their department or deans unit, then partner with Assistant Director to operationalize.
•Partner with administrators, directors, and Assistant Director to design and implement fiscal policies and procedures at the school-level.
•Ensure BFAs are compliant with department, SoN, UW, state and federal requirements
•Partner with Assistant Director to manage school-wide fiscal transactions by managing and actualizing an internal calendar specific to SoN needs
•Ensure BFAs are partnering with Principle Investigators to manage grants and budget review. Mitigate complex issues as necessary.
•Partner with Assistant Director to create and implement business processes at the department and deans unit level
Human Resources and Department Support:
•Oversees hiring, termination, and additional actions within UW Workday system, utilizing BFAs, for faculty, staff, and student populations; this position will have full payroll responsibility for SoN Deans Units. Partner with administrator, Assistant to the Chair, and others as necessary. If issues arise, will assist to resolve situations.
•Partners with BFAs to ensure overpayment, underpayments, and retropayments processes are completed in a timely manner
•Partnering with the Assistant Director, ensures confidentiality of payroll, FMLA, and financial data as appropriate
•Partners with Assistant Director to create, implement and manage onboarding for new personnel
•Ensures BFAs support the time and leave processes for faculty, staff, and students. Partner with Assistant Director for complex issues.
•Performs as back-up BFA to the departments to ensure continuity of services and financial resources.
•As identified, will serve on various committees that require financial expertise and review
Grants
•Oversee BFAs responsibilities with payroll certificate reports (GCCRs) and Faculty Effort Certification (FEC). Provides guidance to BFAs as necessary
•Ensures BFAs maintain required documentation and records. Oversees procedures, systems, and records are ready for audit at any time.
•Ensures BFA communications with SoN faculty/staff regarding budgets and allocation of funds is appropriately handled

REQUIREMENTS:
A Bachelor’s Degree with major study in accounting, business administration, or related field and two years of work experience as a Fiscal Specialist II or Budget/Fiscal Analyst, or equivalent combination of education/experience
Additional requirements:
•Supervision experience
•Experience overseeing day-to-day payroll activities in a complex environment
•Proficiency with use of computers including applications such as MS Office, Excel, Outlook, Word, PowerPoint, and proprietary systems
•Experience with identifying payroll reporting needs and creating ad hoc reports from multiple sources; analysis and ability to synthesize data and communicate with multiple levels
•Demonstrated ability to multi-task, prioritize work and manage heavy workload with frequent interruptions.
•Demonstrated ability to work independently with minimal supervision.
•Effective interpersonal skills to interact with diverse groups in a team environment.
•Proven ability to proactively and independently solve problems in both routine and urgent situations.
•Excellent written and oral communication skills.
•Experience which demonstrates consistent attention to details and accuracy of work.
Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration.

CONDITIONS OF EMPLOYMENT:
A set weekly schedule has been designated for this position and will be agreed upon at hire. At times of high productivity, early morning, evening AND/OR weekends may be necessary to accomplish position and SoN responsibilities.
