The Department of Rehabilitation Medicine has been one of the top ranked programs nationwide over the past 23 years. We provide inpatient rehabilitation care at the University of Washington Medical Center, Harborview Medical Center, Seattle Children’s, and the Veteran’s Affairs Puget Sound Health Care System. In addition, we have several outpatient clinics located throughout the Seattle region. Our highly regarded education and training programs include a residency program in Physical Medicine and Rehabilitation, medical student clerkships, and fellowship training in several areas. In addition, we have degree programs in physical therapy, occupational therapy, and prosthetics and orthotics, as well as a PhD graduate program in Rehabilitation Science. Research is a major Department focus. We are among the nation's leading recipients of funding from the National Institutes of Health (NIH), the National Institute on Disability and Rehabilitation Research (NIDRR), the Centers for Disease Control and Prevention (CIDC), and other federal and state research funding. Our efforts make the University of Washington Department of Rehabilitation Medicine a leader in the field and contribute to a better understanding of the rehabilitation process. The annual budget is approximately $41 million, with $22 million from clinical operations, $11 million from research, $5 million in self-sustaining sources, and $3 million from state, gifts and endowments.
The Department of Rehabilitation Medicine has an outstanding opportunity for a full-time Program Financial Analyst. Under the direction of the Assistant Director for Finance and Operations and the general direction of the Department’s Director of Finance & Administration, this position is responsible for the department’s non-clinical financial funds management, this position provides high-level management of the Department’s financial operations. The Program Financial Analyst is responsible for the planning, oversight, financial analysis, and reporting related to the Department’s various programs and divisions. this position oversees the state budget as well as gift and endowment budgets; has responsibility for understanding and ensuring financial transactions are compliant with all University, State, and research organizational rules of financial management; and participates in developing and implementing financial policies and practices within the Department.
This position is characterized by primarily autonomous work with the requirement to exercise executive level judgement around fiscal policy implementation and cost accounting. A significant knowledge of the various UW systems is required for execution of executive-level decision-making.
The Program Financial Analyst reports to the Assistant Director of Finance & Operations and collaborates regularly with the Department’s senior leadership. The position does not supervise others but may provide dotted-line oversight management for defined work of other department personnel with financial duties.
The Program Financial Analyst has the following key responsibilities:
MANAGEMENT OF DEPARTMENT FINANCIAL SYSTEMS: 10%
•Provides strategic planning, financial analysis, and decision support to the Assistant Director of Finance, Division Heads, Program Managers, and other stakeholders.
•Oversight and management of daily department financial functions, including (but not limited to) payroll distributions management; management of selected Department budgets including State funds and other special-uses budgets
•Budget analysis, validation, reconciliation, and trend reporting
•Work with divisional leadership to ensure budget sustainability and accountability
•In collaboration with the Assistant Director for Finance and Operations, generate, manage, and train individuals on financial policy and practices within the Department
•Under the direction of the Assistant Director for Finance and Operations, the incumbent will have direct accountability for day-to-day operations in these areas and is also expected to maintain dynamic communication with faculty, staff, executive leadership, and fiscal specialists to ensure smooth, well-coordinated, and compliant fiscal systems and processes practiced in a mutually supportive team environment.
•This individual will be the go-to person for answering fiscal questions and ensuring audit-proof financial records.
•This position is a last set of eyes on many financial transactions and must be able to see the big picture while also attending to details.
DEPARTMENT FINANCIAL BUDGETING, DISTRIBUTION, AND OPERATIONS MANAGEMENT: 60%
•Participate in preparation and drafting of the Department operations budget, including state and WWAMI budget
•Develop ongoing monthly budget reports showing budgetary status and financial projections
•Ensure that budget spending is aligned with planned spending; take remedial action when spending deviates from planned expenditures
•Review and approve purchasing within a scope determined by the Assistant Director; remain current on all University purchasing and travel rules
•Prepare fiscal summaries for the executive leadership; provide ad hoc analysis and trend reporting
•Oversee and manage department state allocated budgets, including monitoring, tracking and reporting faculty commitment recaptures and state line allocations.
•Ensure compliance with policies and procedures, including for Cost Center financial operations and accounting
•Collaborate with Director and Assistant Director on the continuing overhaul of financial systems and documentation necessary for sustainability. Participate in the development and implementation of finance and accounting systems and processes to ensure accurate reporting and reconciliation of expense reimbursements, journal vouchers, deficit reporting, and gifts and endowments.
•Oversee revenue, gifts, and endowment funds within the Department.
•Oversee and process Change Transaction Memorandums (CTMs) process affecting all faculty enrolled in UWP.
PAYROLL: 20%
•In collaboration with the Administrator and Assistant Director, develops, implements, and monitors policies and procedures to ensure timely, accurate, and smooth payroll functions;
•Primary point of contact for execution of payroll and all aspects of payroll functionality, including payroll entries and distribution changes; primary point of contact for payroll and Workday timesheet questions
•Provides general oversight and provides process improvement leadership for the review and approval of out-of-cycle budget revisions to faculty effort as they relate to Departmental funds.
•Interprets current NIH and UW compliance rules to pro-actively addresses salary cap issues and other sensitive faculty effort reporting concerns.
•Verifies and approves payroll records
PROGRAM POLICY/PROCEDURES AND COMPLIANCE: 5%
•In collaboration with the Administrator and Assistant Director, develop, implement and monitor policies and procedures to ensure optimal financial operations and fiscal office functioning;
•Ensure departmental fiscal policies and procedures maintain compliance with all departmental, school, university, state and federal regulations; continuously maintain a current body of knowledge on all administration standards, regulations, and practices

REQUIREMENTS:
•B.S. or B.A. degree in Business Administration, Finance, Accounting or related field.
•Four to five years’ professional work experience in finance and accounting.
•Demonstrated fiscal management experience at the University of Washington, including knowledge of all UW financial and systems, procedures, policies, and offices.
•Demonstrated ability to work on large, complex projects in a deadline-driven environment.
•Ability to not only managed fiscal functions, but also to independently and efficiently complete detailed transactions and routine fiscal work when needed.
•Proven ability to communicate effectively with high-level academic and medical professionals and ability to work with a broad range of people with tact and discretion.
•The successful candidate will be detail-oriented and a self-starter.
•Advanced Computer proficiency with spreadsheets, word processing and databases in a Windows environment is essential. Demonstrated advanced proficiency in Workday, preferably at the University of Washington.
•Ability to work independently with exceptional organizational, planning, time-management skills and initiative. Ability to function effectively as part of a team.
Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration.
