Civil and Environmental Engineering has an outstanding opportunity for a part-time Program Operations Specialist.  

This position will manage the business functions of the Washington State Transportation Center (TRAC). The center is housed in the Department of Civil and Environmental Engineering, within the College of Engineering. TRAC is funded by a cooperative agreement between the Washington State Department of Transportation (WSDOT) and the University of Washington. TRAC’s primary purpose is to facilitate research in all aspects of transportation by focusing the resources of the UW and WSDOT on the transportation problems of the region and nation. TRAC provides assistance to public agencies in a wide variety of areas including research, development, implementation, testing, and refinement of new technologies and programs.

This position is responsible for the daily functioning of the TRAC Cost Center, project oversight of grants and contracts, proposal submission and support, and billing and industry relations. TRAC is flexible with the position’s percentage of FTE (e.g., half time, ¾ time) at hire, to be mutually agreed upon between TRAC and candidate.


• Cost center operation
   - Manage and oversee daily operations of the TRAC cost center, including: accrue charges, create Internal Sales Documents (ISDs) to bill budgets using the FASTRANS system, compute annual hourly labor rates, monitor and report cost center performance to the TRAC Director, prepare cost center reports for COE.
   - Ensure cost center conforms to department, college, and university policies and regulations for cost center operations.

• Project oversight
   - Monitor budgets for all TRAC projects.
   - Forecast, monitor, maintain, initiate, and/or approve expenditures on TRAC budgets, with delegated authority from TRAC Director and center researchers.
   - Prepare various analysis and reports, including cost-share reports.

• Proposal Budget Development and Grant/Contract initiation
   - Prepare budgets for proposals by TRAC staff and faculty.
   - Review budgets for proposals to be submitted by faculty to WSDOT.
   - Devise and implement new procedures and exercise independent judgement in interpreting and applying UW, WSDOT, and other research sponsor rules and regulations.
   - Performance of this task requires independent judgement and decision making, in order to comply with complex nature of contract and proposal management.

• Sponsor relations
   - Assist in establishing new contracts and grants with external research sponsors.
   - Oversee billing activity for TRAC service contracts, established in accordance with GIM 2 and APS 59.5.

• Other tasks as needed
   - Independently advise students, staff, faculty, WSDOT and/or other research sponsors regarding program content, policies, procedures, and activities, and select/recommend independent courses of action.
   - Support proposal development.
   - Assist with office administration.
   - Support staff hiring for projects.

• Bachelors degree in business, economics, or related field. Can substitute equivalent experience for degree requirement.
• Two to three years’ experience with research administration, grant and contract management, financial management or accounting.
• Experience with the UW financial system.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

• Experience with Workday Human Resources module.
