The Equipment Inventory Office has an outstanding opportunity for a Property Coordinator. The Equipment Inventory Office (EIO) Property Compliance Analyst provides campus compliance support for all government/agency owned equipment at the University of Washington (University) to ensure appropriate accountability and compliance with associated government/agency rules and regulations.
This position performs professional level compliance functions that include complex analysis and review of legal terms and conditions. The Property Compliance Analyst leads campus efforts for property accountability to ensure that the institution meets the standards required by the federal government for an approved property management system. The University must maintain proper stewardship and adequate property controls over the many government and agency titled assets it has.
The Equipment Inventory Office (EIO) is responsible for Federal and State compliance, physical inventories (approximately 27,000 assets), asset tracking supported by the OASIS system, financial reporting, and depreciation analysis for UW equipment and fixed assets including corresponding audits. EIO operates the OASIS system, which is the fixed asset system that is the system of record for fixed assets at the University.
Responsibilities:
Compliance, Policy Interpretation & Analysis
•Supports property accountability and ensures University complies with Property Management Outcomes, including but not limited to Acquisition, Receipt, Receiving and Identification, Relief of Stewardship, Records, Utilization, Physical Inventory,
•Maintenance, Closeout and Subcontractor Control.
•Analyzes and interprets contract/legal language in order to support campus with determining asset titles, appropriate stewardship, transfer/surplus documents, physical tagging and any other required evidence of accountability required by government/agency.
External Communication
•Serves as the primary liaison for the Property Control System Analysis (PCSA) review conducted by the federal government.
•Leads communication efforts between central administration and campus to ensure successful outcomes.
•Ensures proper execution of corrective plans and addresses anomalies deviating from processes including associated recommendations
•Lead role in assessing and responding to both internal and external property audits and audit reports.
Training and other presentations
•Coordinates and trains campus on property control activities to ensure continuous accountability of government and agency property in accordance with applicable regulations.
•Assists departments with guidance across multiple campuses/organizations and including varying locations to ensure proper title transfer and disposal of equipment government furnished property.
•Offers one-on-one training to departments and staff as necessary.
•Performs all other duties as assigned.

Required Qualifications
•Bachelor’s Degree in Accounting, Business, Finance, or related field; OR equivalent experience.
•3-4 years of experience in a position with considerable compliance duties, writing policy, ensuring compliance with state and federal regulations.
•Excellent interpersonal skills, ability to exercise independent judgment, and excellent written and verbal communication skills are essential.
•Experience using personal computers, specifically using spreadsheet, word processing, and database software.
•Knowledge of federal policies and regulations
Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration.
Desired Qualifications
•NPMA Certification Preferred
•Experience with property management (acquisition through final disposition)
•Knowledge of the Federal Acquisition Regulation (FAR), specifically FAR 45 and 52.245-1
•Experience presenting to large groups of people at multiple levels.
•Knowledge or and/or experience using the University’s OASIS system.
•Knowledge of LEAN concepts and applications.
