UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups, as well as the separate Emergency Management team, are the Business Intelligence & Information Technology group and the Finance & Administration group.
We have an outstanding opportunity for a Strategic Facilities Planner/Project Manager. An integral part of the Capital & Space Management team, this position will serve as liaison for the UW campuses for strategic planning activities and deliverables.
As the primary and permanent strategic-relationship manager with client units on behalf of UW Facilities (UWF), the Project Manager works directly with all levels of leaders, managers, and subject-matter experts in assigned departments, collecting appropriate data to build and maintain an accurate profile of facility and space needs; understand client culture, mission, goals, and constraints; manage planning studies for capital projects and programs related to assigned clients; contribute to business cases for projects; and assists and facilitates effective project execution.
The Project Manager is fully responsible for collecting client needs and translating them to a set of requirements that are evaluated and prioritized to form a project that can be executed, working closely with Portfolio Manager(s) in Capital & Space Management. The Project Manager ensures that viable options are provided and serves as the primary liaison to the client as options are vetted and accepted.
The Project Manager will engage in a variety of project types related to the client needs, including large and small projects, facility improvement requests, infrastructure planning, space planning initiatives, leasing, capital planning and physical campus planning. They are responsible for working in a multidisciplinary, multi-office, team-based environment, organizing and coordinating the engagement of staff and faculty throughout the university, professional consultants, students, the public sector, the community and others as appropriate to the issues being pursued.
This position leads and supports a range of analyses of physical facility and space needs, and formulates plans and recommendations regarding space and resource allocation. Project Managers require a high level of skill, diplomacy, initiative and productivity to navigate and contribute to the dynamic UWF work environment.
This position contribute to higher levels of complexity in the search for space solutions which are heightened by expectations of schedules, budgets, and outcomes, matched by increasing complexity in academic program and space requirements and a challenging environment for project funding.
Primary Duties and Responsibilities
Project Managers are the primary client contact throughout the formation of projects. As projects move from needs assessment into project formation, they will continue to ensure the client’s needs are properly characterized and addressed. At project completion and transition to operations, the Project Manager will follow up to ensure that clients’ needs have been successfully met, and continue to be in contact with the unit to canvas for emerging needs.
The Project Manager assimilates intelligence and information specific to the client occupancy; acts as client advocate; develops and analyzes business cases for potential projects, development and improvement of assets clients occupy, and facilitate long-term planning related to physical space. They closely coordinate with Portfolio Manager(s), providing demand-side planning to correlate with portfolio management’s supply side focus. The Project Managers are primarily responsible for developing needs/ideas into executable solutions. This requires an in-depth knowledge of financial analysis and connecting dots in order to identify options which are viable.
Project Managers support demanding schedules, and lead the efforts in space assessment and planning, surge planning and coordination with our partners.
Works at a campus-wide and university-wide level with schools, colleges, departments and auxiliary and administrative units in building and maintaining relationships, coordinating and developing facility needs and plans, including responsibility for planning capital projects for both new construction and renovation. All options MUST be analyzed through the lens of available financial resources and attribute out of the box thinking to meet the client needs. Also, options should reflect both the up-front financial resources and identify sources for on-going operations.
Supervises preparation of special reports, such as needs assessment and building capacity analyses, feasibility studies, and various aspects of educational facilities programming and utilization; participates in preparation, management and review of planning studies and documentation supporting capital projects; and incorporates financial goals into all aspects for consideration.
Communicates with UWF and other University units regarding work content and collaborations, to ensure effective information sharing, guidance and direction of activities.
Develops and maintains positive professional working relationships with various staff and leadership of schools, colleges, and units, and with process partners, by resolving issues, answering questions, and serving as primary liaison with clients to all of UWF’s work units.
This position must be able to simultaneously balance the planning of projects, customer relationships, development of project definition, and analysis of space requirements to meet the University’s long-term needs and financial goals, as well as managing and balancing the expectations and contributions of a wide range of participants and funding sources.
You will be successful if you have proven, strong consultative, presentation, and facilitation skills as well as exceptional client relationship management skills. This position requires someone who has persuasive oral presentation and group facilitation skills while having the ability to effectively promote and articulate concepts.
You’ll be most effective if you are able to interpret qualitative and quantitative research data and synthesize into meaningful and actionable results. Hence, you will need to learn to ask the right questions to understand the underlying needs of the UW and be entrepreneurial and able to self-perform in terms of prioritizing multiple tasks and managing time effectively.
Excellent communication skills are important – both written and spoken – and we’ll expect you to work independently, multi-task, and manage your time to meet deadlines. An individual with strong interpersonal skills with an ability to interact with executive level external and internal clients will be successful in the role. Most importantly, you’ll want to work as part of a diverse supportive and talented team. This position will need to be intellectually creative, curious and innovative to ensure we are a leader in establishing public sector trends.
This position either supervises other staff or has indirect supervisory responsibility for leading working or project teams as part of their responsibilities.

• Bachelor's degree in Architecture, Engineering, Construction Management and/or Facility Management
• 6-8 years or more work related experience to include:
o Strategic Planning
o Project/Program Management
o Facilities Infrastructure and Budget Planning
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
• Preferred MBA and/or PMP certification
• Strong interpersonal relationship building, collaboration and facilitation skills
• Exceptional problem-solving, time management and analytical skills
• Ability to effectively present information in concise and relevant terms for business decisions
• Demonstrated skills in managing multiple projects cross-functionally
• Strong analytical skills in financial analysis and business case development
• Engineering, Lab Planning, Clinical Space Planning and/or Architectural background
• Extensive experience in space planning, programming, facilities planning and project/program management
• Advanced skills in Excel, SharePoint and PowerPoint preferred as well as, demonstrated ease with systems, process and data management
