Join Harborview Medical Center for an outstanding opportunity as Stroke Program Health Services Manager. The Health Services Manager is responsible for overall program development and daily operations for the UW Medicine Stroke Center at Harborview. This includes interdepartmental collaboration, service coordination, project duties, fiscal responsibilities, as well as representing the Stroke Center Program with community and professional groups. The Health Services Manager makes independent judgments/decisions and takes action regarding a wide range of routine and complex Stroke Center problems and situations. The Stroke Center Health Services Manager:
Provides clinical leadership and consultation both in the facility and in the community, utilizing expertise in clinical stroke care systems.
Serves as a representative and collaborative team member for the Stroke Center within the Neuroscience Institute to coordinate activities consistent with the mission of the Institute.
Maintains current knowledge of Joint Commission Primary Stroke Center Certification requirements. Monitors program requirements and ensures compliance with accreditation standards.
Maximizes the quality and efficacy of the care systems for the Stroke Center through collaboration with the QI department, physician, and administrative teams.
Promotes research through collaboration with the Stroke Team regarding clinical trials. Facilitates support of clinical trials through appropriate patient referrals to research studies upon request.
Coordinates with Stroke Center staff and regional GWTG program to meet current requirements and participate in local and regional Stroke Center collaborative activities.
Coordinates stroke prevention/ care outreach activities within the medical facility and in the community. Develops, implements, and evaluates at least one community outreach activity annually to meet Joint Commission Primary Stroke Center requirements.
Collaborates with Information Technology and clinical staff to develop, enhance, and evaluate Stroke Center specific EMR documentation to meet Joint Commission and GWTG requirements.
Fulfills key leadership and program development duties for the TeleStroke Program.
Develops stroke program policies, materials, and recommendations utilizing evidence-based guidelines.
Provides clinical education to staff in collaboration with the Stroke Team and Harborview Clinical Education Department (Professional Development and Nursing Excellence dept) to meet the needs of the facility associated with the goals of the UW Medicine Stroke Center at Harborview.
Planning and Goal Setting Responsibilities:
Sets reasonable short and long- term program goals, which align with the organization’s mission, vision, values, and strategic goals.
Monitors performance toward goals and makes adjustments as necessary.
Incorporates concepts of Access to Excellence into strategic goals, measures of performance, and stroke specific tactics.
Solicits customers’ input for unit/ department planning.
Integrates changes in regulatory requirements into policies, procedures, and practices as necessary.
Operations Responsibilities:
Oversees UW Medicine Stroke Center at Harborview office to ensure patient scheduling, testing, referral base, follow up care, data collection, and billings. Effectively triages patient phone calls.
Ensures the timely completion of time sensitive regulatory submittals.
Reviews patient care education materials annually to ensure accuracy and appropriateness of information.
Collaborates with Medical Directors, clinic staff, outside providers, and professional organizations to address operational needs.
Assists with Stroke CME offerings and community outreach programs.
Reviews content for stroke education packets and ensures patient teaching materials are applicable and readily available.
Ensure marketing materials are current and available for distribution.
Assists, resolves, or appropriately refers customer service issues.
Human Resources Management Responsibilities:
Responsible for all personnel management including interviewing, hiring, personnel action updates, behavior management, and corrective actions.
Ensures accuracy of weekly payroll.
Ensures employee evaluations are completed annually.
Coaches and provides corrective actions as necessary to improve staff knowledge, behavior, and productivity.
Quality Assurance and Training Responsibilities:
Provides on-site education of staff to meet current standards and practice guidelines.
Monitors quality of the Stroke Center through appropriate audit systems.
Performs periodic review and revision of procedures outlined for program care.
Reviews incident reports and follows up in an appropriate and timely manner.
Fiscal Accountability Responsibilities:
Provides input into the annual budget preparation process related to volume projections, predicted expenditures, program growth, and capital equipment purchases.
Monitors monthly revenues and expenses and takes action to align with budgeted projections.
Maintains compliance with purchasing requirements and processes.
Ensures adequate medical record documentation to facilitate billing and coding.
Reviews charge master annually to ensure up to date charges.
Ensures appropriate coding on billing documents and acts immediately to correct rejected charge documents.

Acquires, maintains, and applies current knowledge in practice.
Collaborates with patients, families, and health care providers in providing patient care.
Bachelor's in Nursing.
Current license to practice as a Registered Nurse in the State of Washington.
Several years professional nursing experience, including at least one year in a supervisory position such as Assistant Nurse Manager or Nurse Manager (or higher level management role).
Desired:
Master's Degree in Nursing or Health Care Administration.
American Neuroscience Nurses Specialty Certification.
National Case Management Certification.
