We have an outstanding opportunity for a Student Conduct Proceedings Specialist.
The University of Washington student conduct proceedings are designed to provide a prompt, fair and impartial process and to protect the rights of students and other individuals involved in the proceeding. The Student Conduct Proceedings Specialist is responsible for managing and facilitating the administrative reviews in student conduct proceedings.
Effective August 18, 2017, the University has implemented a new student conduct process with significant process and role changes and the Student Conduct Proceedings Specialist is a new role that is instrumental in implementing the new process.
The Student Conduct Proceedings Specialist must apply in-depth knowledge of and ensure compliance with student conduct regulations and policies in addition to state and federal laws, including Title IX.
Student conduct proceedings must be administered in compliance with the Washington State Administrative Procedures Act and outcomes from proceedings are subject to judicial review.
Administrative reviews include proceedings that may result in serious sanctions for a student, such as suspension or dismissal.
Fostering the success and safety of our students is paramount and key to achieving the University’s educational mission. This position will be essential in facilitating a student conduct process that supports the educational mission and protects the rights of students.
Duties & Responsibilities
With minimal supervision, manage and facilitate administrative reviews of student conduct proceedings in accordance with regulatory and legal requirements, including:
• Providing appropriate notice to parties, including developing pre-review schedule and hearing date consistent with mandated timeframes and processes;
• Receiving, reviewing, and finalizing the record for the panel;
• Managing, evaluating, and consulting with chair of review panel in making decisions on any pre-review matters (motions, etc.);
• Selecting and assigning review panel members;
• Facilitating review by review panel members to ensure compliance with regulations and policies and that a complete record is created and retained in the event of judicial review;
• Drafting final order/remand for panel and reviewing with panel members to ensure it accurately reflects deliberative process, outcome, and reasoning;
• Creating an accurate and complete record of the administrative review to document the process and for the purposes of any prospective judicial review;
• Working with limited supervision to complete duties and meet deadlines
• Acting as an effective process partner with other University offices and individuals involved in conduct proceedings;
• Other necessary administrative duties, such as records retention, scheduling, etc.
Support and facilitate the Advisory Committee on Student Conduct
• As a member of the ACSC, working with other members to identify, evaluate, and process improvement opportunities and develop and make recommendations to the Faculty Council on Student Affairs;
• As the facilitator of the ACSC, working closely with and supporting the chair in developing meeting agendas, tracking and documenting decisions and recommendations of the ACSC, scheduling meetings, drafting meeting notes, maintaining records of the meetings, and drafting an annual report to the president, etc.
• Identifying policy and process issues that impact administrative reviews and ensuring they are appropriately addressed.
Manage pool of reviewing officers and ensure the pool is appropriately resourced for proceedings, including:
• Assisting with efforts to continuously recruit faculty and students to serve as reviewing officers utilizing student and faculty governance resources;
• Onboarding and orienting new reviewing officers to role and process;
• Ensuring reviewing officers have completed training requirements;
• Developing and delivering training for reviewing officers and/or revising existing training as necessary.
Other duties
• Consult with other process partners outside of the committee, such as the Title IX Coordinator, regularly regarding development and refinement of the new process;
• Provide assistance and expertise to all areas of the University in need of information regarding the student conduct process and, in particular, administrative reviews.
Requirements include:
• Bachelor’s degree and at least four years of demonstrated success working in a similarly complex environment;
• Demonstrated ability to effectively manage and conduct neutral administrative proceedings, including ensuring any motions or other issues are appropriately addressed and creating an accurate and complete record;
• Demonstrated ability to exercise sound judgment and discretion in the handling of confidential information;
• Demonstrated experience with comprehensively and effectively composing documents, such as reports, memorandums, and other correspondence;
• Ability to tactfully interact with others and maintain a calm manner in stressful situations while maintaining the role of the facilitator of administrative reviews;
• Excellent oral and written communication skills; and
• Ability to develop and deliver appropriate curricula to various audiences.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired:
• Juris Doctor degree from an accredited law school or Master's degree in Social Work, Public Administration, or related field;
• Comprehensive knowledge of administrative and/or student conduct proceedings that intersect with higher education;
• Knowledge of federal law relating to student conduct proceedings, such as FERPA, Title IX, VAWA, Clery Act, and due process;
• Demonstrated ability to neutrally and objectively facilitate deliberations in a manner that allows all participants the opportunity to express opinions, ask questions, and reach a considered decision;
• Demonstrated experience with administrative proceedings in Washington State; and
• Proficient in the writing of documents dealing with complex legal and factual issues.
