The objective of UW Medicine Supply Chain Management is to ensure our patient care experience is enhanced by delivering a robust foundation of services, operational and technical support, and the sharing of comprehensive, relevant, and highly specialized supply chain management expertise.
UW Medicine Supply Chain Management team has an outstanding opportunity for a full-time, SYSTEM DIRECTOR OF STRATEGIC SOURCING AND VALUE ANALYSIS. The System Director of Strategic Sourcing and Value Analysis, UW Medicine, is accountable to the Chief Supply Chain Officer, Clinical Operations of UW Medicine with oversight of the sourcing, Value Analysis, and contracting for; Harborview Medical Center, Northwest Hospital & Medical Center, Valley Medical Center, University of Washington Medical Center, UW Neighborhood Clinics, and Airlift Northwest. The System Director of Strategic Sourcing and Value Analysis is responsible for continuously improving the Acquisition, Contracting, and Value Analysis activities of UW Medicine and leading all procurement and contracting life cycle strategic and operational activities within the department. Develops and maintains department policies, procedures and processes to ensure effective and efficient procurement operations. Ensures resolution of problems between Suppliers, Accounts Payable, and Receiving as they relate to purchase orders, invoice pricing and receipt and cost savings initiatives that are identified through Sourcing and Value Analysis.
Specific responsibilities include but are not limited to:
Position Dimensions and Impact on UW Medicine
Leads and/or directs system wide purchase orders for capital equipment, products, and purchased services for UW Medicine.
Oversight of the UW Medicine Supply Chain Clinical Integration & Value Analysis Team to ensure identification and proper vetting of the potential cost saving and/or improvement of quality of care initiatives.
To lead, direct, and manage non-labor contracting for UW Medicine Clinical Operations.
To ensure that the contract portfolio is effective, efficient, meets the requirements of UW Medicine and is optimized between Vizient and local contracts and agreements.
To work closely with other members of the UW Medicine Supply Chain leadership team to ensure that contracts are created in the best overall interests of the enterprise.
To create strategic alliances with suppliers to leverage volume and optimize price and spend.
Develops and leads the standardization and consolidation of the contracting process for UW Medicine.
Monitors markets to understand changes and product introductions to ensure contract portfolio remains relevant to market conditions.
Develops and maintains departmental policies and procedures that ensure an effective and efficient sourcing operation. Provides recommendations to improve Procurement to Payment (P2P) process.
Resolves problems between Suppliers, Accounts Payable and Receiving as they relate to purchase orders, invoice pricing, and receipt.
Responds to internal audit questions related to sourcing operation.
Interviews, hires, conduct performance evaluations, trains and attends to personnel issues with staff under his/her area of responsibility.
Leadership
Provide leadership and guidance to ensure that strategic sourcing activities are cost effective and meet customer's requirements.
Demonstrate the ability within a team assignment to take a lead role in interpreting and applying resolution techniques; management of diversity in the workplace; effective communication and active listening skills, consensus-building and problem resolution practices in order to achieve team goals.
Participate as a member of the varied hospital and medical center committees; make public presentations and represent UW Medicine on boards, commissions, associations and committees as requested and approved by the Chief Supply Chain Officer of UW Medicine.
Fiscal Management
Function as a member of the UW Medicine Supply Chain leadership team participating in the development of operating and capital budgets, programs, policies and plans for the effective operation of the health system.
Responsible to partner with UW Medicine management to pursue opportunities for reduction of expenses in equipment, supplies and service areas.
Deliver cost savings and value maximization to the total cost of ownership of equipment, supplies and services while fulfilling the mission of the organization.
Assure appropriate Internal Control processes are in place across the procurement and contracting cycle functions and are promulgated throughout the enterprise.
Process, Quality and Service Improvement
Responsible for UW Medicine’s compliance with all governing rules including local, University of Washington, state, and federal procedures related to procurement.
Consult and collaborate with other UW Medicine administrators and managers to coordinate and implement interdepartmental operating procedures which improve procurement cycle activities.
Create a culture within supply chain of commitment to impeccable customer service, responding to and handling patient or public concerns related to all aspects of supply chain activities.
Implement and employ relevant performance and quality metrics for procurement cycle activities with a focus on process improvement, service enhancement, and improved automation.
Demonstrate creativity, imagination, initiative, and good judgment in developing, organizing and implementing ideas and programs.
Human Resource/Personnel Management
Provide professional leadership and direction to an appropriately prepared staff by actively and timely recruiting and hiring exceptional staff; plan, assign and evaluate the work of that staff; and provide creative instruction and feedback to that staff on contemporary methods and procedures.
Lead, direct and motivate diverse workers within a team-based assignment; effectively managing change in the workplace.
Demonstrate the ability to work in a high-volume environment where great emphasis is placed on customer service and creative problem-solving skills.
Information Management
Develop and implement effective monitoring systems to assure that standards and performance objectives are met; laws, rules, regulations and policies are followed in meeting the goals of UW Medicine.
Establish well-defined metrics for departmental activities; work with all applicable UW Medicine and hospital databases.
Ensure the dissemination of accurate Supply Chain data by producing clear, concise and appropriate reports.
REQUIREMENTS
Bachelor's degree required; Master's degree preferred. Minimum of 5 years healthcare supply chain management/leadership experience, with demonstrated contracting and value analysis expertise.
An equivalent combination of education and experience may substitute for stated requirements.
