UW Facilities manages the University’s buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups, as well as the separate Emergency Management team, are the Business Intelligence & Information Technology group and the Finance & Administration group.
Commute Options & Planning is responsible for transportation demand management for the University of Washington. Commute Options & Planning promotes sustainable transportation options such as walking, bicycling, transit, and ridesharing to campus, through products such as U-PASS and promotional events and programs.
We have an outstanding opportunity for a Transportation Demand Management (TDM) Program Development Specialist.
Working with the Commute Options & Planning Manager, the Director of Transportation Services, and the rest of the Transportation Services team, the TDM Program Development Specialist will play a creative and leadership role in developing programs and strategies to increase sustainable transportation options on campus.
The core of the duties of the TDM Program Development Specialist is to provide overall stewardship of the University programs, products, and strategies to encourage non-drive alone commuting to campus. This includes evaluation and continuous improvement of existing programs and development of new programs, products and strategies.
Primary Duties and Responsibilities
Program Development – 40%
• Develop a campus modal framework - identifying target audiences for travel behavior change and prioritizing TDM strategies that best meet demand, and are financially viable and sustainable.
• Develop TDM programs, products and strategies to help Transportation Services meet the goals to reduce drive alone commuting to campus and enhance sustainable transportation options, including: defining project plans; planning and creation of work breakdown structures; identifying, securing and developing team members; identifying and managing project issues, ensuring quality and timely deliverables and outcomes; facilitation of technical assessments; managing stakeholder participation and satisfaction; and ensuring completion of identified deliverables, outcomes and overall project success.
• Define strategic initiatives and annual work plans to align with the near-term and long-term goals of Transportation Services and Commute Options and Planning.
• Lead departmental applications for grants and other alternative funding for TDM and transportation projects; provide grant management as appropriate.
• Stay abreast of TDM industry trends, research and practices.
Project & Vendor Management – 35%
• Perform project management processes necessary for successful delivery of projects that enhance TDM programs and strategies.
• Lead regular project meetings with diverse and cross-functioning team members, participants and constituents.
• Develop and assign project tasks and establish appropriate deadlines.
• Design and analyze systems to support projects.
• Managing vendor and contracted activity; Implement and enforce project and team standards.
• In coordination with UW Facilities and University procurement teams, manage and monitor program agreements and contracts.
• Report on contract status, troubleshoot, and resolve contract and service discrepancies.
• Assist with development of training curriculum, publicity and technology changes.
Communication, Reporting & Policy Development – 25%
• Create and deliver reports and presentations, including proposals, schedules, status reports and recommendations to the Commute Options & Planning Manager and Transportation Services management team and other university leaders and committees.
• Facilitate the setting of policies, documenting standard operating procedures, and track the performance for TDM programs and products.
• Act as the Employee Transportation Coordinator ensuring that the University meets the requirements of the City of Seattle Commute Trip Reduction program.
• Maintain departmental relationships with transportation advocacy and stakeholder groups.
• Represent Transportation Services in daily business, at University meetings, and at meeting or conferences with the public.
• Interact with clients, faculty, staff, governmental agencies, vendors, and the public regarding policies and procedures for Transportation Services programs and assigned projects.
• May serve on various committees within the University and related organizations.
• Perform other duties as assigned.

Requirements include:
• Bachelor’s degree in transportation planning/environmental studies/public policy/public administration/engineering/geography/urban planning/business administration or related field.
• Two years of demonstrated work experience in similar position.
• Knowledge or transportation demand management and sustainable transportation planning principles.
• Proven leadership and interpersonal communications skills.
• Demonstrated customer service skills and experience.
• Record of accomplishment of successfully working with diverse stakeholders.
• Must have excellent quantitative skills, including high proficiency in Microsoft Excel.
• Demonstrated readiness to undertake position responsibilities on one’s own and the ability to work independently.
• Demonstrated experience self-directing and prioritizing time and workload.
• Exceptional organizational skills and attention to detail.
• Demonstrated ability to methodically develop and document standard operating procedures for recurring tasks.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired:
• Possession of a valid Washington State driver’s license.
• Master’s degree in transportation planning/environmental studies/public policy/public administration/engineering/computer science/geography/urban planning/business administration or related field.
• An interest or experience in promoting sustainability and green transportation.
• Experience with travel behavior change practices and programming.
Conditions of Employment:
• Work may be required during hours beyond standard business hours or regularly scheduled shift, including weekends; professional travel may be required
• Work is normally performed in a typical interior/office environment; however, work may include incidental outdoor or fieldwork with exposure to the elements and variable weather conditions.
• Work is performed in an open office environment – successful candidates will possess the concentration and social skills necessary to work in that environment.
• Must be able to work in a non-smoking environment.
